Healthy Partnerships provides a court-ordered diversion program for first time offenders who have been arrested and charged with “personal use” drug offenses, such as possession of or use of small quantities of illegal drugs. They are given the opportunity of attending a treatment program in lieu of incarceration and upon successful completion will have the charges dismissed.
The purpose of Drug Diversion Program Standards is to provide County alcohol and drug providers and participants with the minimum standards and procedures for successful operation and completion of Drug Diversion program requirements. These Standards incorporate regulatory mandates set forth in California Penal Code, Section 1211 (Chapter 1.5 of Title 8) and Section 1000 (Chapter 2.5 if Title).
Program Goals and Objectives
To improve diversion outcomes among Drug Diversion program participants who complete the program.
To reduce drug abuse and criminal recidivism among Drug Diversion participants who complete the program.
To increase participants’ understanding of the addiction process and the negative impacts associated with the abuse of drugs.
To create positive changes in participants’ attitudes and behavior that lead to a reduction in drug abuse and criminal activity.
To improve participants’ social and personal coping skills and to create an environment for change in which responsible decision-making and viable lifestyle alternatives are acceptable.
To help and encourage participants to explore alternate lifestyles and continue their abstinence and recovery from drugs.
Divertees must attend 12 Hours of Education (6 sessions), 9 Hours of Group (6 sessions), (1) 30-min. Individual session (1)30 min exit Individual session (2) Random Drug Test. A divertee shall not be allowed more that three (3) unexcused absences.
Divertees must attend six (6) 12-step or other community based group support meetings for successful completion. Meetings may include, but are not limited to, AA, NA, CA, secular recovery (non-spiritual based) organizations, etc. Meeting attendance must be verified by signature and submitted to the primary counselor.
