GOALS AND OBJECTIVES

The goal of the program is to help those that come to our program achieve and sustain recovery from addictive disease and increase their general health, safety and well-being.

Our objectives are aligned with the California Department of Alcohol & Drug Programs. We aim to:
1) reduce the number of repeat DUI offenses; and
2) provide participants with an opportunity to address problems related to their alcohol and drug use.

WHO ATTENDS

HP's DUI Program serves individuals arrested or convicted of Driving Under the Influence (DUI). We accept referrals from the Solano County Superior Court via Probation orders, out-of-county courts via courtesy transfers, and individuals via DMV printout or copy of Arrest Record/Temporary License provided by law enforcement.

COUNSELORS AND PHILOSOPHY

We are unique because in addition to the provision of DUI education and counseling services, HP is also a state licensed alcohol and drug outpatient treatment program provider. We employ certified alcohol and drug counselors, including men and women who are in recovery. Our alcohol and drug treatment framework is based on the bio/psycho/social model of disease treatment developed by George Engel (1977). Engel advocated for a comprehensive, holistic and integrative perspective to health and disease that considers an individual’s biological (physical), psychological, and socio-cultural factors. His model rejected the prevailing biomedical model in the 1970s that viewed the human body as a machine; and disease, a result of the breakdown of the "machine."

In essence, HP respectfully and compassionately regards each participant individually within the context of his or her unique physical make-up, emotional and behavioral outlook, and predominating social, familial, linguistic, and cultural aspects.

CLIENT TRANSFERS

Client transfers are handled by DUI Counselors, Program Managers & the Billing Clerk and executed with the cooperation of the receiving program. The participant is required to pay a transfer fee. HIPAA security measures regarding release of information and client transfer of information are maintained as required by law. HP is linked to the DMV web-based site, allowing authorized staff to enter enrollment and completion data directly to the DMV. Courtesy transfers to other DUI/DDP programs are available upon request.

DEMOGRAPHICS

Of the 410 participants served in 2006, 8% participated in Wet & Reckless, 57% in First Offender/3-Month, 7% in First Offender/6-Month, 7% in First Offender/9-month, and 20% in Multiple Offender/18-Month programs.

PROGRAMS (DDP TRACKS)

HP will offer five DUI tracks in accordance with Title 9 guidelines and regulations, and Napa County's service requirements. The proposed program tracks correspond to Napa’s existing DDP program.

I. Six-Week Wet Reckless Program—12.0 Hours

  • BAC < 0.08
  • Intake & Assessment
  • Educational Component:  six, 2-hour sessions totaling 12.0 hours.
  • Two absences; dismissed on 3rd absence.
  • DMV 4-month hard suspension, with no option for restricted license.

II. Four-Month First Offender Program--30 Hours

  • BAC = or > 0.08
  • Intake & Assessment
  • Educational Component: eight (8), 2-hour sessions totaling 16 hours
  • Seven (7), 2-hours of group sessions totaling 14 hours
  • Three (3) 15-minute face-to-face interviews totaling .75 hours
  • Five (5) absences; discharged on 6th
  • Abstinence while participating in program or on premises
  • DMV 30-day hard suspension; restricted licensed once enrolled in DDP

III. Six-Month First Offender Program—45 Hours

  • BAC = or >.20.0
  • Intake & Assessment
  • Educational Component: Eight (8), 2-hour sessions totaling 16 hours
  • Fourteen (14) 2-hour group sessions
  • Four (4)15-minute face-to-face interviews
  • Abstinence while participating in program or on premises
  • DMV 30-day hard suspension; restricted license once enrolled in DDP
  • BAC= or > .20
  • Intake & Assessment
  • Eight (8) 2-hour sessions for a total of 16 hours
  • Twenty-two (22) 2-hour group sessions totaling 44 hours
  • Eight (8) individual 15-minute sessions
  • One 15-minute face-to-face exit session
  • 7 absences permitted; dismissed on the 7th
  • Abstinence while participating in program or on premises
  • DMV 30-day hard suspension; restricted license once enrolled in DDP

V. Eighteen-Month Multiple Offender Program—80.5 hours

  • Violation based on number of DUI arrests and a Wet & Reckless counts as a first offense when a second violation occur
  • Intake and Assessment
  • Educational Component: Eight, 2-hour sessions, totaling 16 hours
  • 26 2-hour group sessions totaling 52 hours of group
  • 27 bi-weekly 15-minute face-to-face interviews for one year
  • Six (6) one-hour re-entry groups
  • 10 absences permitted, dismissed on 11th

EDUCATIONAL SESSIONS

HP currently provides afternoon and evening groups and educational sessions. Participants are scheduled for a class or group. We allow flexibility in scheduling by combining Wet and Reckless, First Offenders and Multiple Offenders in the same Tracks. Scheduling is done electronically. We maintain a DUI Counselor to participant ratio of 1:35 for Education and 1:15 for Groups. When a participant changes his or her education session or group, there is a $25 fee.

ANCILLARY SERVICES

DUI participants have the potential benefit of receiving alcohol and drug treatment at the same location where the DUI program is held. Many DUI participants are engaged in other high risk behaviors. Recognizing the need to address participants' holistic health needs, we provide ancillary services onsite including:

  • HIV prevention education & testing
  • Hepatitis C information and referral
  • 12-Step programs (Spanish and English)
  • Parent education
  • Pro-social family events

GROUP DISCUSSION TOPICS AND SPEAKERS

Guest speakers include law enforcement, HIV/AIDS educators, and individuals who have harmed or have been injured by a drunk driver. Field trips are prohibited by law. Before attending groups, participants must complete the educational requirements.

Subjects typically addressed include:
1) Causes of alcohol / drug abuse and treatment options
2) Effects of alcohol / drug abuse on the family
3) Effective coping skills to address anger, fear, anxieties, loss, depression, etc.

Group sessions include role playing and discussion.

ALCOHOL AND DRUG TESTING

Testing for alcohol or other drugs is done by use of a breathalyzer or chemical test. Drug testing is done when there is reasonable suspicion. If the participant is detected to have measurable quantities of alcohol or other mind-altering chemicals in his or her system while at the program site, the individual will be terminated from the program and will be liable for all services received prior to reinstatement into HP or other licensed DUI Program.
